These are the questions industrial tenants in Singapore ask most frequently about fire safety. Straight answers with links to deeper guides where relevant.
Q1: Do I need a fire safety submission for my renovation?
If the renovation changes fire compartmentation, escape routes, fire load, or fire protection systems, a fire safety submission is required. When in doubt, engage a Qualified Person before starting works. See also: when renovation triggers fire submissions.
Q2: Who pays for fire safety submissions?
Typically the tenant pays for submissions triggered by their own renovation. Building-level fire safety is the landlord’s cost. Check the lease terms to confirm.
Q3: Can I store flammable materials in my unit?
Small quantities may be exempt under SCDF limits, but storage beyond exempt quantities requires SCDF-approved storage arrangements. Check SCDF quantity limits before storing. See also: fire load basics.
Q4: What happens if SCDF inspects and finds non-compliance?
Enforcement notices, fines, stop-work orders, or premises closure. Rectify promptly on receipt of an enforcement notice.
Q5: How often do fire extinguishers need servicing?
Annually by a licensed fire safety contractor. Check the inspection tag on each extinguisher to confirm servicing is current.
Q6: Can I disable smoke detectors during dusty renovation work?
Coordinate with building management to temporarily isolate affected zones, then re-enable immediately after the dusty work is complete. Disabling detectors for extended periods creates compliance liability.
Q7: My unit does not have a sprinkler. Is that normal?
Some older or smaller buildings may be legally exempt. Verify with building management whether the absence is intentional and compliant, or whether sprinklers were illegally removed. See also: fire equipment on-site checks.
Q8: What is a Temporary Fire Permit (TFP)?
A short-term permit allowing occupation before the final Fire Safety Certificate is issued. Often used during phased fit-outs where full compliance is not yet achieved.
Q9: Do I need a fire safety manager for my unit?
Individual tenants in multi-tenant buildings typically do not: the building’s FSM covers the whole building. Large single-occupant premises may require a dedicated FSM. Check with SCDF.
Q10: Can I use my unit for storage exceeding fire load limits?
No. Storage exceeding designed fire load limits requires either reducing materials, upgrading fire protection, or relocating to a unit with a higher fire load rating. See also: fire load basics.
Q11: What should I do if the fire alarm goes off accidentally?
Evacuate per the building fire safety plan. Inform building management immediately. False alarms caused by tenant operations may result in charges.
Q12: Where can I find my building’s fire safety requirements?
Ask building management for the Fire Safety Certificate and fire safety management plan. A QP can retrieve SCDF records for the building if documentation is not available.
Summary
Fire safety obligations for industrial tenants cover renovation submissions, flammable storage limits, equipment servicing, alarm management, and fire load compliance. When in doubt on any specific obligation, engage a Qualified Person or consult building management directly.
